My springer spaniel has not stopped itching for 4 months?

following numerous trips to vet he is on steroids and anti-histamine which help but don't completely cure. could it be pollen allergy?? we wash him in plain water after each walk to get any pollen etc off because he tends to itch more after going outside.. please help.. thanks
