Why wont my dog move when i walk her?

My Springer Spaniel is about 2 1/2 years old. Whenever I take her on a walk, she walks for a minute or two, but just stops dead in her tracks for no reason. I really want to take her on walks because she's kind of getting chunky. How can I get her to continue on walking with me when she stops walking?
