Question about dubbing animation?

For almost all animated movies, they first completely storyboard the movie and write all the scenes and dialogue. Then, the voice actors come in and record all the lines. The actual animation is then done so the movements of the characters' mouths and their gestures exactly match the way the lines were delivered.
