King Charles Spaniel with front leg malfunction / bowed legs?

My neighbour has a very lovely King Charles Spaniel, but he has a problem with his front legs - when he's walking instead of putting one leg in front of the other, they both move at the same time and look very 'bowed'. Does anyone know what this disorder is called and if it is common in King Charles Spaniels? Thank you!
